The American Recovery and Reinvestment Act (ARRA) was passed by Congress and signed into law by President Obama in February of 2009. Included in the $789 billion package was a $53.6 billion State Fiscal Stabilization Fund (SFSF) that invests in state K-12 and postsecondary education programs for fiscal years 2009, 2010, and 2011. The ARRA stipulates that the Secretary of Education may retain $5 billion this fund to target certain “education-related” activity.
Of the remaining $48.6 billion, 81.8% is designated to fill funding gaps in state budgets for K-12 and postsecondary education. The remaining 18.2% of the funds are designated for a Government Service Fund to be prioritized for the state at the discretion of the state's governor.
AASCU has compiled data from all of the approved applications in order to put together the following charts. The charts associated with the approved applications correspond with the national aggregate totals.

Alert Memorandum
In late September, the Office of the Inspector General (IG) issued an alert memorandum to Secretary Arne Duncan entitled “Potential Consequences of the Maintenance of Effort Requirements under the American Recovery and Reinvestment Act State Fiscal Stabilization Fund.” The alert highlights concerns related to state budget actions as a result of the availability of stimulus monies. The IG suggests the Department closely examine whether states might have reduced education budgets to levels below those that had been established earlier, thereby undermining the intent of the legislation.
